There is no set date, however, traditionally they retire items on Fyora day, aswell when they retire the hidden tower items they replace them with one or two new ones.
What items do they retire you ask?
Usually the items that have been in the Hidden Tower for the longest time, excluding Paint Brushes as that would cause a lot of chaos (However, they did retire the Baby PB).
So if you want to plan ahead and stock up on items that retire, just check which have been in there in the longest and you should get a good idea.
